Does the base clock drop in a dual-socket configuration?

No. Each socket has its own 200 W budget, so both processors hold the same 2.9 GHz base and 4.15 GHz boost as the single-socket configuration.

Do I need to think about NUMA?

For most workloads the operating system handles it. Latency-sensitive single processes benefit from pinning to one socket so all memory access stays local — standard tools like numactl and taskset are available.

How does this compare to the Dual EPYC 9554?

The 9554 has 128 cores against 48 here, at a similar 3.1 GHz base — more of everything, for €310 a month more. Choose this configuration when 96 threads is enough and the budget matters.

Is the NVMe count the same as the single-socket model?
